Innovative Platform for Integrated Analysis of Spatial Data in Andalusia (AIDEA)

AIDEA "Innovative Platform for Integrated Analysis of Spatial Data in Andalusia" is an initiative led by the General Secretariat for Environment and Climate Change, although its scope and usefulness extends to many departments of the Andalusian Regional Government administration (spatial planning, health, agriculture, housing, transport, infrastructure, water, equality, etc).
The project aims to create a platform with high computational capacity, as well as management and storage of large sets of spatial data, which allows its exploration and exploitation by non-expert personnel in GIS, including user-friendly use of innovative technologies, such as machine learning and AI.
On October 18, 2023, the initiative was launched, which aimed to be structured through Public Procurement of Innovation, launching on that date the Preliminary Market Consultation for the AIDEA project "Innovative Platform for Integrated Analysis of Spatial Data in Andalusia".
The closing event for the Preliminary Market Consultation of AIDEA took place on December 5, 2023 at 11:00h in online format.
The closing of the Preliminary Market Consultation for the AIDEA project had the participation of the Department of Sustainability and Environment which presented the main conclusions of this PMC and the consulting firm SILO which provided information on the next steps within the framework of Public Procurement of Innovation.

The launch event for AIDEA's Preliminary Market Consultation took place on October 24, 2023 at 12:00h.
The event was organized at the Territorial Delegation of Sustainability and Environment (Avda. de Grecia, s/n (Los Bermejales) Seville, 41012). Additionally, the event was broadcast online with a total of 66 people participating virtually.
The launch of the Preliminary Market Consultation for the AIDEA project had the participation of the Territorial Delegate of Sustainability and Environment of Seville, Inmaculada Gallardo Pinto; the Vice-Counselor, Sergio Arjona Jiménez; and the Vice-Counselor for Universities, Research and Innovation, Lorena Garrido Serrano.
The Department of Sustainability and Environment together with the Digital Agency of Andalusia presented the objective of AIDEA and the results it seeks to achieve. The challenge was presented to participants by going deeper into the most technical aspects of the project.
Likewise, the consulting firm SILO provided participants with information relating to the Preliminary Market Consultation: procedures, documentation, dates and deadlines, as well as recommendations for the submission of applications.

Subsequently, on March 18, 2024, the AIDEA project was submitted to the call for the awarding of public grants within the framework of the Innovation Promotion Line from Demand (FID Line) for Public Procurement of Innovation of the Ministry of Science, Innovation and Universities, within the framework of Spain's Pluriregional Program FEDER 2021-2027.
As of April 2, 2025, notification has been received of the order from the Ministry of Science, Innovation and Universities awarding public grants within the framework of the Call, corresponding to the year 2024, of the Innovation Promotion Line from Demand (FID Line) for Public Procurement of Innovation (CPI), in which it is reported that a subsidy of €10,285,000 has been granted for a financeable budget of €12,100,000, that is, with FEDER Funds co-financing of 85%.
It should be noted that the AIDEA project is an implementation and deployment of all developments carried out and tested during the Cloud_IA Pre-commercial Procurement. Thus, in order to implement the solutions developed in Cloud_IA, evolve them to their commercial form and fully satisfy the needs of the Ministry of Sustainability and Environment and other departments of the Andalusian Regional Government, a scaling of the prototype is required, which involves the implementation of improvements proposed after the final evaluation of the Pre-commercial Public Procurement, the incorporation of an exponentially larger volume of data, support documentation and staff training, incorporation of maintenance systems and equipment, and, in general, the execution of all activities that differentiate a small-scale prototype from a large system that aims to operate operatively. For that reason, it proceeds with its development through the CPI modality called Innovative Technology Procurement, which aims to proceed with the operational deployment of highly advanced prototypes.
The AIDEA project will be developed through different contracts, to be developed and executed between late 2025 and December 2028, and will provide the following products and services:
- Making available to the Andalusian Regional Government and to society in general, a very extensive set of integrated and spatially standardized variables, which can be maintained and permanently updated, and which facilitates their exploitation in high-performance computational contexts (spatial big data, parallel processing, etc.). This enormous data repository should cover the entire set of geospatial variables that are of general interest and transversal to many public policies, and, equally, those specific to applications in the healthcare sector, agriculture, forestry, among others.
- The creation of a platform that allows automatic maintenance, consultation, dissemination and integrated exploitation of the necessary standardized variables, through the development of customized clients that facilitate their analysis in a user-friendly manner, for a wide range of non-specialized users, including natural language as a form of interaction. This platform, in addition to local resources, should have a high capacity for deploying processes in the cloud, and flexible governance mechanisms that make transparent to the user the type of cloud and computing model to be used. It will also incorporate a wide variety of integrated data analysis solutions, including easy-to-use customizable clients, and with analysis process capabilities based on machine learning and AI technologies.
- The creation of a limited number of specific applications that, making use of the platform, respond to management needs with broad impact in different areas of public services: environmental, healthcare, agricultural, hydrological planning and management, forestry, and the obtaining of socioeconomic indicators.
These specific applications, developed to measure, will constitute a reference of great interest for promoting AIDEA's potential as infrastructure that encourages and facilitates the development of customized solutions for multiple aspects of management, which will undoubtedly be a boost to commercial activity in technology sector companies that offer this type of added-value services, as well as for many R&D activities that require spatial analysis.
In that respect, during the period April-December 2025, the preparation of the specifications and documentation necessary for the bidding of the different files in which the initiative will be developed will be carried out.

La jornada de clausura de la Consulta Preliminar al Mercado de AIDEA tuvo lugar el día 5 de diciembre de 2023 a las 11:00h en formato online.
La clausura de la Consulta Preliminar al Mercado del proyecto AIDEA contó con la participación de la Consejería de Sostenibilidad y Medio Ambiente que presentó las principales conclusiones de esta CPM y la consultora SILO que facilitó información sobre los siguientes pasos en el marco de la Compra Publica Innovadora.

Posteriormente, el 18 de marzo de 2024, el proyecto AIDEA fue presentado a la convocatoria para la concesión de ayudas públicas en el marco de la Línea de Fomento de Innovación desde la Demanda (Línea FID) para la Compra Pública de Innovación del Ministerio de Ciencia, Innovación y Universidades, en el marco del Programa Plurirregional de España FEDER 2021-2027.
Con fecha 2 de abril de 2025, se ha recibido la notificación de la orden del Ministerio de Ciencia, Innovación y Universidades por la que se conceden ayudas públicas en el marco de la Convocatoria, correspondiente al año 2024, de la Línea de Fomento de Innovación desde la Demanda (Línea FID) para la Compra Pública de Innovación (CPI), en la que se informa de la concesión de una subvención de 10.285.000 euros para un presupuesto financiable de 12.100.000 euros, es decir, con una cofinanciación de Fondos FEDER al 85%.
Cabe señalar que el proyecto AIDEA viene a ser una implantación y despliegue de todos los desarrollos realizados, y testados durante la Compra Precomercial Cloud_IA. Así, para proceder a implantar las soluciones desarrolladas en Cloud_IA, evolucionar a su forma comercial y satisfacer plenamente las necesidades de la Consejería de Sostenibilidad y Medio Ambiente y de otros departamentos de la Junta de Andalucía, se requiere un escalamiento del prototipo, que pase por la implementación de la mejoras planteadas tras la valoración final de la Compra Pública Precomercial, la incorporación de un volumen de datos exponencialmente mayor, documentación de apoyo y capacitación del personal, incorporación de sistemas y equipos de mantenimiento, y, en general, la ejecución de todos las actividades que diferencian un prototipo a escala reducida, de un gran sistema que aspira a funcionar operativamente. Por ese motivo se procede a su desarrollo mediante la modalidad de CPI denominada Compra de Tecnología Innovadora, que tiene como meta proceder al despliegue operativo de prototipos muy avanzados.
El proyecto AIDEA se desarrollará mediante diferentes contratos, a desarrollar y ejecutar entre finales de 2025 y diciembre de 2028, y proporcionará los siguientes productos y servicios:
- La puesta a disposición para la Junta de Andalucía, y para la sociedad en general, de un amplísimo elenco de variables integradas y normalizadas espacialmente, que puedan ser mantenidas y actualizadas permanentemente, y que facilite su explotación en contextos computacionales de alto rendimiento (spatial big data, procesamiento en paralelo, etc.). Este enorme repositorio de datos deberá abarcar todo el conjunto de variables geoespaciales que son de interés general y transversal a muchas políticas públicas, e, igualmente, a aquellas propias de las aplicaciones específicas para el ámbito sanitario, la agricultura, el ámbito forestal, entre otras.
- La generación de una plataforma que permita el mantenimiento automático, la consulta, la difusión y la explotación integrada de las variables normalizadas necesarias, mediante el desarrollo de clientes personalizados que faciliten su análisis de forma amigable, para un amplio elenco de usuarios no especializados, incluyendo el lenguaje natural como fórmula de interacción. Esta plataforma, además de recursos locales, deberá disponer de una alta capacidad de despliegue de procesos en la nube, y de mecanismos de gobierno flexibles que hagan transparente al usuario la tipología de nube y de modelo de computación a usar. Igualmente incorporará una amplia variedad de soluciones de análisis integrados de datos, incluyendo clientes personalizables de fácil uso, y con capacidades de procesos de análisis basados en tecnologías de machine learning e IA.
- La generación de un número limitado de aplicaciones específicas que, haciendo uso de la plataforma, respondan a necesidades de gestión de amplio impacto en diferentes ámbitos de los servicios públicos: medioambiental, sanitario, agrícola, planificación y gestión hidrológica, forestal, y la obtención de indicadores socioeconómicos.
Estas aplicaciones específicas, desarrolladas a medida, constituirán una referencia de gran interés para potenciar las posibilidades de AIDEA como infraestructura que favorece y facilita el desarrollo de soluciones personalizadas para múltiples aspectos de la gestión, que constituirán, sin duda, un impulso a la actividad comercial en las empresas del sector tecnológico que ofrecen este tipo de servicios de valor añadido, así como para muchas actividades de I+D que requieran análisis espaciales.
A ese respecto, durante el periodo abril-diciembre de 2025 se procederá a la elaboración de los pliegos y documentación necesaria para la licitación de los distintos expedientes en los que se desarrollará la iniciativa.
